Well for a basic Stardust deck you can go two ways *insert bisexual joke here* with it.
The first, and more popular, is a Yusei type of build. The main upside to it is the ability to use Quickdraw Synchron. Meaning you get access to the warrior synchros such as Drill Warrior, Nitro Warrior, ect
It's also the build you can fit Stardust Assault mode in the easiest if you want to use that. Though I really recommend leaving it to it's own dedicated deck.
The main downside to this build is that Majestic Star would probably be the least used and would most likely be dropped for something more helpful.
Here's a good skeleton build I found (edited for the banlist):
Monsters: 22
Dandylion x 1
Debris Dragon x 2
DoppleWarrior x 2
Glow-Up Bulb x 1
Junk Synchron x 3
Majestic Dragon x 1
Power Giant x 1
Quickdraw Synchron x 2
Quillbolt Hedgehog x 2
Ryko, Lightsworn Hunter x 1
Swift Scarecrow x 2
Tuningware x 2
Turbo Synchron x 2
Spells: 12
Cards of Consonance x 1
Foolish Burial x 1
Giant Trunade x 1
Inferno Reckless Summon x 1
Monster Reborn x 1
One for One x 1
Pot of Avarice x 3
Tuning x 3
Traps: 8
Call Of The Haunted x 1
Mirror Force x 1
Solemn Judgment x 1
Solemn Warning x 2
Tyrant's Temper x 2
Extra Deck: 15
Armory Arm x 1
Black Rose Dragon x 1
Formula Synchron x 2
Junk Destroyer x 1
Majestic Star Dragon x 1
Road Warrior x 1-2 (if you go with one, add Drill Warrior)
Tech Genus Hyper Librarian x 1
Tech Genus Dragonfly x 1 (You need this guy to make Quasar the simplest)
Shooting Star Dragon x 2
Shooting Quasar Dragon x 1
Stardust Dragon x 2
The goal is to spam with Road Warrior to make easy synchros. You could also try adding a few T.G. Synchros for more spam. Also the best way to make Quasar in this deck is the following:
Formula-Stardust/Junk Destroyer/RoadWarrior-T.G. Dragonfly
Formula-Armory-Drill Warrior
As I said this deck would be better for the Warrior synchros and the occasional Shooting Star spam, but you can work in the other Stardusts if you want.
Option 2 is going all out with a Merchent deck. With this you can spam all of Stardusts forms easy, but it needs a bit of luck and is very weak to RFG decks.
Here is a simple deck list:
Monsters: 32
Magical Merchant x 3
Glow-Up Bulb x 1
Spore x 1
Dandylion x 1
Debris Dragon x 2
Fabled Soulkius x 2
Ryko x2 OR Snowman Eater x2 (Ryko speeds your mills and gives you more Lights for Chaos, but Snowman offers a free monster destruction. Plus it lets you run Gungnir)
Majestic Dragon x 1
Treeborn Frog x 2
Junk Synchron x 3
Kinka-Byo x 2
Level Eater x 1
Lyla the Lightsworn Sorceress x 1-2 (Run 2 if you want more S/T hate and/or if you want more targets for Chaos, but you can only run 1 Trooper then)
Card Trooper x 1-2 (Run 2 if you want more draw power and milling, or if you want more Debris targets. But you only run 1 Lyla then, limiting your S/T hate)
DoppelWarrior x 2
Chaos Sorcerer x 2
Trag x 1
Gorz x 1
Fishborg Blaster x 2
Spells: 8
Pot of Avarice x 3
Foolish x 1
Monster Reborn x 1
One for One x 0-1
Dark Hole x 1
Monster Reincarnation x 1-2 (2 if not using one for one)
Extra: 15 (duh)
Stardust Dragon x 2
Shooting Star x 2
Shooting Quasar x 1
Junk Warrior x 1 (becomes a 3100atk monster if you use Junk Synchron+DoppelWarrior)
Junk Destroyer x 1-2
Junk Archer x 0-1 (run only if you run 1 Destroyer)
Junk Berserker x 0-1 (only run if you run 1 Destroyer and prefer him over Archer)
Formula x 2
T. G. Librarian x 1
Black Rose x 1
Majestic Star Dragon x 1
Brionic x 1
Gungnir x 1 (if using Snowman Eater)
Trishula x 1 (if no Snowman, or if you take another synchro out)
This deck can spam all of the Stardust synchros pretty easy, it just needs a good amount of luck to pull off.
Possible Quasar options:
Junk Warrior + T.G. + Formula
While less then the Yusei one, this combo is pretty easy to pull off. You're deck has many different ways to make the 3 synchros in one turn. Just make sure you check to see whats in your grave. This deck needs skill and a bit of luck but can be a powerful force.
